 IT IS THE RESPONSIBILITY OF ALL MEMBERS TO MAKE THEMSELVES AWARE OF NEW FIREARMS LEGISLATION AND TO FOLLOW IT WHEN COMING TO AND FROM AND USING THE RANGE. IF YOU HAVE ANY QUESTIONS, PLEASE ASK THE RANGE MASTER, RANGE OFFICER OR A MEMBER OF THE EXECUTIVE.
 
 NOTE: UNDER THE NEW LAWS, IF YOU DO NOT USE THE RANGE, YOU WILL LOSE YOUR AUTHORIZATION TO TRANSPORT.
 
  
 I - The Ten Commandments of Firearms Safety
 

 1. Treat every gun with the respect due a loaded gun. NEVER assume a gun is unloaded!
 
 2.  Guns that are not in use must always be unloaded and have actions open.
 
 3. Always ensure barrel and action are clear of obstructions and that you are using the proper ammunition for the gun.
 
 4. Always handle your gun in a manner that you can control the direction of the muzzle.
 
 5. Be sure of your target and what lies beyond before you pull the trigger.
 
 6. Never point a gun at anything you do not wish to shoot.
 
 7. Unattended guns should be unloaded.
 
 8. Never climb a tree or fence or jump a ditch with a loaded gun. Never pull a gun towards you by the muzzle.
 
 9. Never shoot a bullet at a flat, hard surface.
 
 10. No alcoholic drinks before or during shooting.
 
  
 II - RANGE AUTHORITY

 III - GENERAL RANGE SPECIFIC RULES
 

 1. Following the rules and practice of the INTERNATIONAL SHOOTING SPORT FEDERATION, the operating language on PSA’s range is English.
 
 2. No alcoholic drinks before or during shooting.
 
 3. Each member must wear their membership card in plain view.
 
 4. Center fire handguns may only be discharged after 10am.
 
 5. If any equipment is found, check with everyone on the range. If the item is not claimed, turn it over to the range officer or a member of the executive.
 
 6. Large caliber handguns can be very disturbing to others. Position and timing should be chosen with discretion.
 
 7. Do not drop firearms closer than 45° to the body downward and do not raise them higher than your eye level.
 
 8. A maximum of five (5) rounds may be loaded at any time.
 
 9. No member is allowed more than two (2) guests on the firing line and must supervise same at all times. Members are responsible for the safety and actions of their guests.
 
 10. Holstered guns are only allowed on the firing line AT THE DESIGNATED HOLSTER BAY (see Holster Regulations section V).
 
 11.  Every user, upon completing range use, will restore all equipment used to its proper place and ensure the range is left clean for the next shooter.
 
 12. Target holders, frames and targets must be chosen and used so that no damage to club property results.
 
 13. Every member is required to report rule infractions to the Range Officer in charge at the time.
 
 14. Every member, when using the range facilities, should have a copy of these rules and regulations in their possession.
 
 15. Everyone present at the club must be in compliance with the law. This includes possession of all permits and licenses required by law.
 
 16. Upon arrival at the club, members must enter their membership number, names of their guests, and shooting position(s) in the Range Register.
 
 17. Executive members represent the club and are authorized and required by their positions to enforce all range rules and regulations.
 
 18. The GREEN LIGHTS indicate that a ceasefire is in effect. All firing must immediately stop and all other ceasefire rules apply.
 
 19. Every range user must wear eye and ear protection.
 
 20. Absolutely no shotgun or center-fire rifle cartridges may be discharged at PSA Only rim-fire rifle and handgun cartridges may be discharged on PSA’s range.
 
 21. While shooting, the muzzle must be forward of the red line (beginning of the firing line bench).
 
  
 IV - FIREARM SAFETY
 

 1. During a ceasefire, everyone must be behind the yellow ceasefire line when not putting up or taking down targets.
 
 2.  All equipment to be used during a ceasefire is to be placed behind the yellow ceasefire line i.e. targets, staplers, ear and eye protection, etc.
 
 3. Firearms on the firing line are not to be handled during a ceasefire. No equipment, including firearms, may be moved to or from the firing bench during a ceasefire.
 
 4. Firearms must be inspected and left in a safe condition before the GREEN LIGHTS are turned on and before anyone is allowed to go forward of the firing line.
 
 5. The action of every firearm on the firing line is to be open, with slide back, magazine out, cylinder open and empty. All guns remain on the bench. Single action revolvers will be inspected in each chamber and the loading gate left open.
 
 6.  Firearms must always be under control and pointed down range. Guns in carrying cases must be left in a safe condition on the firing line.
 
 7. Firearms on the firing line must be in full view of the Range Officer for inspection.
 
 8. Firearms not in use must be either on the firing line with actions open, magazines out and cylinders open and empty, or be in a safe condition in a closed container behind the firing line.
 
 9. The red crosses located at either side of the range at the 100 yard mark denote the side limits of the range. They must not be exceeded when shooting down range (i.e. do not shoot outside these markers).
 
  
 V - Holster Regulations for
PSA Range
 

 1. Members must complete the PSA-approved course in proper use of handguns with holsters as soon as it is available; thereafter, they may only use holsters with such certification.
 
 2. Handguns may only be carried in hip holsters. When holstered, the muzzle must point straight down or forward at no more than a 45 degree angle of elevation. The muzzle may not point rearwards of the shooter, and care must be taken that the muzzle never points in an unsafe direction or at another person.
 
 3. Handguns may not be carried in small of the back, ankle or horizontal shoulder holsters, or otherwise carried so as to point the muzzle toward the safe area of the range.
 
 4. Handguns may NOT be carried in holsters outside the shooting shed, including the clubhouse.
 
 5. Unloaded handguns may only be carried in a holster in the shooting shed, and only forward of the yellow line in the designated holster bay.
 
 6. Loaded handguns may be carried in a holster only when the shooter is on the firing line.
 
 7. Shooters shall NOT walk from one shooting position to another with a loaded handgun in a holster.
 
 8.  Draw-and-fire of any handgun is not permitted except in specifically designated and marked area of the range.
 
 9.  Fast draw is not permitted at any time.
 
 The Board of Directors may amend these rules at any time in the interests of safety or for administrative purposes, and may temporarily suspend these rules upon application by any Member or authorized group using the range.
 
  
 VI - GENERAL SAFETY
 

 1. No metal targets are allowed closer than 50 meters.
 
 2. Users will not shoot at wildlife, glass bottles or target frames.
 
 3. No junior (a person under 18 years of age) is permitted on the firing line without direct supervision by an adult. Off the firing line, everyone under the age of 18 shall be under the general supervision and control of an adult member.
 
 4.  Paper targets, aluminium pop cans, golf balls, and balloons are the only targets allowed. CLEAN UP AFTER YOURSELF! No alcoholic beverage containers are to be used as targets or left on the range.
 
 5. The Range Officer will call for a ceasefire in an appropriate manner.
 
 6. The Range Officer will verify with the line that these commands have been obeyed in respect of each firearm on the firing line.
 
 7. If for any reason a member wishes to get something from the firing line during a ceasefire, permission must be requested and the action supervised by the Range Officer.
 
 8. To end the ceasefire, the Range Officer will ensure that no one remains in front of the firing line, and will declare the range hot in a clear manner.
 
 9. First aid kits are located in the office and in each washroom.
 
  
 VII - BLACK POWDER MUZZLE LOADING PROCEDURES
 

 Because of the special nature of the sport, special procedures must be followed as to loading and firing of these firearms:
 
 1. No smoking on the firing line, when shooting black powder. Insure others nearby are aware and are not smoking.
 
 2. Cleared actions will mean hammer at half cock and no cap on the nipple.
 
 3. Keep powder in closed containers.
 
 4. Persons using black powder should position themselves down wind from others, if possible, and inform bystanders of flash and report.
 
 5. Cap and ball firearms are considered safe when the nipples are not capped.
 
 6. Flint lock firearms are considered safe when the hammer is down, the pan is unprimed and the frizzen is not in the pan.
 
 
  VIII – RANGE HOURS OF OPERATION
 

 The range is open on Weekends only from 9 am to 4 pm or dusk subject to the times posted by the GVRD for closure of the lower gate and subject to the discretion of the Range Officer in charge that day. Please give yourself enough time to gather your equipment and leave before the designated time.
 
 General Public, with the exception of guests of members are not allowed to use the range. The clubhouse is open on Saturday and Sundays for members, and to the General Public to allow for new member inquiries.
 
  
 IX – SAFETY EQUIPMENT
 

 All members and guests are reminded that eye and ear protection are mandatory for anyone in attendance during range use. This is for the protection of users and spectators. It is of paramount importance to prevent personal injury.
 
 In the event of any dispute arising out of the interpretation of these rules, the Range Master's decision will be final.
 
  
 X - GUESTS
 

 1. Users of the facilities at Pacific Shooters Association will be members or guests of members.
 
 2. Upon arrival at the club, the member shall introduce their guest(s) to the range officer.
 
 3. The club member will enter the date, time, their number, and shooting position(s) in the register. They will also enter their guest name(s) with their number beside it.
 
 4. For guests who wish to shoot, there is a ten (10) dollar fee to be paid at the clubhouse counter.
 
 5. The sponsoring member will always be responsible for the supervision and safety of their guest(s).
  
  
 XI - COURTESY CODE
 

 1. Do not use loud or abusive language.
 
 2. Do not delay others through tardiness in reporting or in preparing to fire.
 
 3. During target practice, do not monopolize a firing point.
 
 4. When you are not shooting, do not distract others.
 
 5. Rapid fire shooting with large calibre handguns can be very disruptive to others and such shooting should be performed with discretion.
 
 6. Equipment should not be handled without permission of the owner.
 
 7. In general, be considerate of your fellow members and exercise every care with all equipment.
 
  
 XII - NEW MEMBERS
 

 PSA is a private club. New members will need to have a valid firearms license to join PSA Persons interested in joining PSA should drop by the club on a Saturday or Sunday (10:00am-2:00pm), find an executive member, successfully complete the new member exam, fill out the new membership application and issue membership fee payment.
 
 Single membership fee is $100. PSA offers a reasonable family package for an additional $20 ($120), which allows for range use of another adult family member and any under age children.
 
 New applicants are required to complete the new member exam, which tests for knowledge of PSA club rules and safety procedures. After successful completion of the exam, new members are on probation. A temporary membership is issued (yellow card), which allows for 5 separate days of range visits under the range officer’s supervision, to ensure safe firearm handling and abiding of club rules.


 It is the responsibility of the probationary member to ensure they are observed by the range officer for each of their initial 5 visits, and that the range officer signs one space on the yellow card after being satisfied of proper and safe firearms and range usage.
 
 Once all 5 probationary visits have been signed off, and the range officers are satisfied with the candidates’ general competence and safety habits, the probationary member will be granted full membership status. The member may then obtain their regular membership card from a member of the executive.
